Programme goals

The aim of the program is for participants to gain knowledge on how to better manage and manage the budgets of EU-funded projects. What are their rules and specifics, how to co-finance and the procurement process according to their rules.

Contribution towards development of knowledge, skills and competences

At the end of the training the participants will:

  • strengthen their budget management capacities on EU-funded projects.
  • be willing to make conversions, reallocations, and report or request approval from donors accordingly.
  • learn about co-financing rules and how to deal with them
  • make procurements in accordance with EU rules and procedures.

Programme content

  • Budget planning and preparation; difference between direct and indirect costs and what they are for;
  • Procedure for project registration and VAT exemption; project accounts and their meaning; communication between accounts and transfer of funds for certain costs;
  • Procedures for procurement of EU projects and process control, documentation, rules that must be observed and why;
  • Pay, free payment method and mandatory accompanying documentation;
  • Monitoring of financial assets, their notification and manner of conversion from one item to another; co-financing or contribution to EU projects.

Vesna Bochvarska Cvetkovska

Vesna Bochvarska Cvetkovska holds a Master in South East European Law and European Integration obtained at the Karl Franzes University in Graz, Austria with Master thesis on: “Public Administration Reforms during the previous decade”. Since 2012, she is certified trainer, as well as external evaluator on CAF - model for quality management for public administration and was engaged to implement the model in several governmental institutions and municipalities during the previous years.
